Shared Reports are used within PowerBI to add a layer of security to reports and data. PowerBI uses multiple options and methods of making sure only intended users see the data that they need and/or allowed to see within the Report structure.

Based on the need to share reports with multiple users and change control, the method of Publishing Reports to a Workspace,  hiding it within that workspace and then sharing to only a select set of users is the most secure way to share these Predictive Reports.
